PhidgetInterfaceKit not responding!!

I just bought a new PhidgetInterfaceKit 0/16/16 but I can not get it to work. I think maybe there is something wrong on the device itself. When I connect it to the computer with a USB cable, there is no response. It does not come up in the Phidget Control Panel. It does not appear in Device Manager either. But the strange is all the 16 green lights on the inputs lit.
I have tried to change cable and also tested it on other computers without any help. I also have three other cards that work perfectly with the same driver. Is there anything I can do? Are there other ways I can test it or reset it?
