VINT HUB0000_0 no digital output?

I've been using Phidgets for years, but just bought my first VINT Hub. I have tried controlling relay 3051 and relay REL2001, but it's not working. I confirmed I can get 5VDC from the hub, but don't thinking I'm getting the digital out signal.
I've tried the DigitalOutput.py sample, also. If I enable the ch.setIsHubPortDevice(1) statement, it connects to the DO port on the Hub, but still no digital output.
Suggestions?
