WiFi USB not working after boot until I replug it back in

I have a SBC2 and a WiFi G dongle (3702_0).

When the system first boots with the dongle plugged in, if I do lsusb, it only returns the USB hub and the root:
Bus 001 Device 002: ID 0451:2077 Texas Instruments, Inc. TUSB2077 Hub
Bus 001 Device 001: ID 1d6b:0001 Linux Foundation 1.1 root hub

like the WiFi dongle isn't even plugged in. But once the system is fully booted, and I unplug the WiFi dongle, then plug it back in, it detects it and connects as normal.

Why is it not detecting the WiFi dongle on bootup? Why do I have to unplug and replug it back in for it to work?
