Webserver not running on boot or without sudo

I have trouble running the Phidgets Webserver on boot on a Raspberry Pi with Raspbian Jessie. I have a Phidgets 1048.

I followed the advice in the setup guide (http://www.phidgets.com/docs/OS_-_Linux#Starting_the_WebService_at_Boot) and added a udev rule to a `/etc/udev/rules.d/80-local.rules`

SUBSYSTEMS=="usb", ACTION=="add", ATTRS{idVendor}=="06c2", ATTRS{idProduct}=="00[3-a][0-f]", MODE="666"

I also added the phidgetswebservice script to /etc/init.d


* Using netstat -lp I can see that there is no listening on the phidgets Port 5001. I assumed the webservice is not running.
* When I use sudo to start the webservice it works. The port 5001 is being listened to by the phidgetwebservice

sudo ./phidgetwebservice start

I currently suspect that this might be an issue udev rules. Unfortunatelly I don't know how to test or fix it. I appreciate any ideas to get the phidgets webserver successfully running on boot.
